The toll company may, upon application, grant exemptions for people with mobility impairments in toll rings. The exemption does not apply to other toll stations.
Who can get an exemption?
Holders of a parking permit with a validity of at least two years in accordance with the regulations on parking permits for people with mobility disabilities.
Foreign citizens who are disabled and who can present proof marked with the international symbol for disabled people and the name of the beneficiary or the vehicle registration number.
Parents with mobility-impaired children under the age of 18, where the child has a parking permit.
Conditions for exemption:
The exemption schemes require the use of an electronic chip and a valid chip agreement.
The exemption is linked to one car and the exemption tag cannot be moved between cars without changing the agreement.
The agreement cannot be amended to allow the exempted person to use3 the chip with exemption in several vehicles.
If the exemption holder has multiple vehicles, the vehicle that is most appropriate to have the exemption attached to must be selected.
The parking permit and user agreement must be in the same name. The exception is when children under the age of 18 are the holder of the parking permit.
Exemptions for children with mobility impairments:
Children with HC cards can, upon application to the toll company, be granted an exemption for two tags.
Disabled persons under 18 years of age When persons under 18 years of age are holders of a parking permit, the parent/guardian must be a party to the user agreement. Two tags can be attached to a child's parking permit. The exemption lasts until the month the exemption holder turns 18. From this point on, there will be no exemption associated with the user agreement and the party to the agreement is responsible for paying for toll passes for tags associated with the agreement. After reaching the age of 18, the user agreement and the parking permit must be in the same name.
This is how you apply:
An application for exemption from tolls in toll rings must be sent to the toll company. The application must contain:
Name
Email address/phone number
Car number
Chip number
In addition, the following must be attached:
Picture of the front and back of the HC card
Confirmation from the issuer that the vehicle has a valid user agreement for AutoPASS (Name of agreement holder, registration number and chip number must be provided)
If the application concerns a child under 18 years of age, the child's birth certificate must be attached.

Processing of the application:
Applications for exemption from tolls in toll rings are processed as individual decisions, cf. the Public Administration Act, §2, third paragraph, and can be appealed within 3 weeks, cf. the Public Administration Act, §29. The appeal is sent contact@vegamot.noIf the decision is upheld, the complaint can be forwarded to the Norwegian Public Roads Authority, firmapost@vegvesen.no.

Important to note:
- The exemption can only be linked to a chip agreement.
- The exemption schemes require the use of an electronic chip and a valid chip agreement.
- Exemption schemes do not have retroactive effect.
