Trondheim Environmental Package
The Environmental Package is a collaborative project between Trondheim Municipality, Sør-Trøndelag County Council and the Norwegian Public Roads Administration. Over the next 15 years from 2010, more than seven billion kroner will be invested to improve the transport system in Trondheim and along the approach roads to the city.

- On March 31, 2010 at 12 noon, toll collection began at the Environmental Package toll stations in Trondheim.
- The project consists of 21 toll stations.
- On March 17, 2014, the Environmental Package opened stage 2.
- On June 01, 2018, the Environmental Package opened stage 3.
Overview of our toll stations

Monthly limit:
Monthly cap means that a maximum set number of paying passes are paid for in a calendar month per vehicle associated with the agreement. In the Environmental Package, a maximum of 110 paying passages per calendar month per vehicle associated with an agreement are charged. This applies to passages made at all seven toll booths in the Environmental Package. Monthly cap requires a valid agreement and a read tag. The right to a monthly cap is revoked for the current month if the tag issuer changes, this also applies to a tag exchange unless the tag exchange is carried out by or in cooperation with the tag issuer.
When replacing a chip, it is necessary to carry out this process in cooperation with the chip issuer. By coordinating the chip replacement with the chip issuer, you ensure that the new chip is correctly associated with the existing agreement and vehicle, and that the monthly limit is met. Furthermore, the chip issuer can provide the necessary guidance and assistance in the chip replacement process. This ensures a smooth transition to the new chip.
Please note that this requires the card issuer to use the "card swap function". Please speak to your card issuer to ensure this is done correctly. You must use the same card issuer for your passes to count towards the monthly limit for the current month. If you plan to change card issuers, we recommend that you do this at the start of each month to maintain the monthly limit as much as possible.
Hourly rule:
The environmental package consists of seven toll plazas. You only pay for one pass if the same vehicle passes multiple toll plazas within the same toll plaza within a 60-minute period. The time rule requires a valid agreement and a read tag. (From September 1, 2023, a valid AutoPASS agreement and tag are no longer required to obtain an hourly rate in the Environmental Package in Trondheim.)
The following rate groups apply:
• Tariff group 1 is vehicles with a permitted total weight of up to and including 3,500 kg.
• Rate group 2 is vehicles with a permissible total weight of over 3,500 kg.
In urban areas, toll rates can be set based on the vehicle's environmental class.
The following tariff classes for Environmental Package Trondheim stage 3 are used as a basis for
tariff differentiation within tariff groups:
Tariff group 1: Zero emissions, Rechargeable hybrid, Diesel, others (petrol, gas, ethanol, etc.)
Tariff group 2: Zero emissions, Rechargeable hybrid, Euro VI, Pre-Euro VI, Gas.
Rush hour charges apply between 07:00 and 09:00, and 15:00 and 17:00.
Rush hour surcharge is not charged on Saturdays, Sundays or public holidays. In addition, Christmas Eve, New Year's Eve
and the Wednesday before Easter exempt from rush hour charges.
The following discounts apply to vehicles with a valid user agreement and tag:
– 20% chip discount for vehicles in tariff group 1.
– Vehicles in vehicle category M1 with a permissible total weight of over 3,500 kg are assessed as
rate group 1.
- Pass ceiling of 110 paid passes per calendar month.
– 30% discount for zero-emission vehicles in tariff group 1.
– 100% discount for zero-emission vehicles in tariff group 2.
Special rules at Moholt:
The toll plaza at Moholt consists of two toll booths, one at Brøsetvegen and one at Jonsvannsveien. Passing through both toll booths during a time window that is also adapted to rush hour traffic will result in the passes being cancelled.
The cross-connection:
In addition to the usual hourly rule, there are two cross-cutting solutions between toll stations in
Bøckmanns vei, two stations in Osloveien at Nydalsbru, and Tonstad. Both transverse solutions

1. When paying tolls at the toll station on Bøckmanns road (station no. 67), there shall be no

Exemptions are granted according to the current tax guidelines at any given time. As of today, the following applies:
– Uniformed and civilian emergency vehicles
– Public transport vehicles on route
– NATO vehicles in exercise*.
– Vehicles owned by the NATO headquarters JWC at Jåttå. The exemption can be granted for up to 2 years of

– People with mobility impairments with a parking permit, limited to toll rings**.
Exemptions can be granted upon application and require a valid user agreement with the AutoPASS issuer for use.

Each exemption shall only be linked to one vehicle and one user agreement. The exception is when a decision on

Trondheim Municipality and the toll company have a collaboration for regularly updated
address list of households that will be entitled to exemption as a result of letters from
Ministry of Transport.
Exemptions may be granted for vehicles registered to or leased by persons with a national registration number
