E39 Lønset – Hjelset

The E39 Lønset–Hjelset project (St. Prop. 55S (2020–2021)) involves the construction of 9.3 km of new 2- to 3-lane road with a central divider. The road will be built without intersections and with a speed limit of 90 km/h. In addition to the road construction, the project includes 19 structures ranging in length from 4 to 100 meters.

The current road is narrow, has a varying speed limit between 50–70 km/h, and 95 junctions. One of the main objectives of the new road is to reduce the number of accidents and the severity of those that occur.

Monthly Cap:
A monthly cap means that payment is made for a maximum number of paid crossings in a calendar month per vehicle associated with the agreement. For E39 Lønset – Hjelset, the monthly cap is 60 paid crossings per calendar month for vehicles in Toll Group 1. The monthly cap requires a valid agreement and tag. The entitlement to the monthly cap for the current month is removed if the tag provider is changed; this also applies when changing the tag unless the change is carried out by or in cooperation with the tag provider.

When changing a tag, it is necessary to carry out this process in cooperation with the tag provider. By coordinating the tag change with the provider, you ensure that the new tag is correctly linked to the existing agreement and vehicle, and that the monthly cap is maintained. Furthermore, the tag provider can provide the necessary guidance and assistance in the tag replacement process. This ensures a smooth transition to the new tag.

Note: This requires the tag provider to use the “tag replacement function.” Consult your tag provider to ensure this is done correctly. You must use the same tag provider for the crossings to count towards the monthly cap in the current month. If you plan to switch tag providers, it is recommended to do so at the turn of the month to maintain the monthly cap as much as possible.

Hourly Rule:
The hourly rule means that you only pay for one toll crossing within a given time interval, even if you pass multiple toll stations within that interval. For the E39 Lønset – Hjelset project, the hourly rule is set to 60 minutes. This rule only applies to Toll Group 1 vehicles with a valid user agreement and tag if crossings occur within 60 minutes.

Applicable Toll Groups:

  • Toll Group 1: Vehicles with a permissible total weight of up to 3,500 kg.
  • Toll Group 2: Vehicles with a permissible total weight of 3,501 kg or more.

Applicable Discounts for Vehicles with a Valid User Agreement and Tag:

  • 20% tag discount for vehicles in Toll Group 1.
  • Vehicles in vehicle category M1 with a permissible total weight over 3,500 kg receive the rate applicable to Toll Group 1.
  • Hourly rule applies to vehicles in Toll Group 1.
  • Monthly cap of 60 paid crossings per calendar month for Toll Group 1.
  • 50% discount for zero-emission vehicles in Toll Group 1.
  • 100% discount for zero-emission vehicles in Toll Group 2.

Exemptions are granted according to the applicable toll guidelines at any given time. Currently, the following apply:

  • Uniformed and civilian emergency vehicles
  • Public transport vehicles on route
  • NATO vehicles during exercises*
  • Vehicles owned by NATO headquarters JWC at Jåtta. Exemptions can be granted for up to 2 years at a time.

Exemptions can be granted upon application and require a valid user agreement with an AutoPASS issuer for tag usage. Vehicles approved as emergency vehicles in Autosys are exempt from the application requirement.

Exemption arrangements marked with * generally apply upon submission of lists from the Armed Forces with the license plates of vehicles to be covered by the arrangement. Exemptions are granted for a fixed period corresponding to the duration of the NATO exercise.

Approved exemptions take effect from the decision date and are not retroactive.
